QoS inside the LAN?

We have a softPBX hosted solution outside of our network. Currently we have QoS implemented on the router that goes out to the world. It was advised that implementing QoS (time and money to implement and buy layer three switches) wouldn?t be that beneficial, because the bottleneck is at the router anyways. We implement VoIP for small to medium business 30-175 users. I?m looking for a definitive answer on whether to invest on QoS inside the company network. We are implementing VLANs to separate data and voice traffic.
